Project Description:

The Department has tentatively approved the application of Walnut Packaging Inc. to "cap" its emissions of Volatile Organic Compounds (VOC) below the applicability thresholds of Title V of the Clean Air Amendments by replacing one UTECO Coral 625 Model Press with one Soma Premia 820 1050 1270 1450 - 8EG Press, and accepting limits which will cap emissions of VOC at 22.5 tons per year. By accepting these state and federally enforceable limits, Walnut Packaging Property will not be subject to Title V, and the permittee will be required to maintain records of ink usage and report this data to verify compliance with permit conditions and limits. The facility consists of a flexographic printing operation using one UTECO Coral 625 model 120 press, one Soma Premia 820 1050 1270 1450 - 8EG press and bag machines. The bag machines are trivial sources pursuant to 6 NYCRR 201-3.3. Presses exhaust to a Catalytic Oxidizer operating under a seasonal variance.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

DEC has made a tentative determination to approve this application for permit for a proposed discharge of stormwater collected in the petroleum bulk storage secondary containment area to groundwater at the NY Air National Guard Base, 106th Rescue Wing, 150 Riverhead Road, Westhampton Beach. The stormwater will be treated by an oil-water separator before discharging to groundwater at an estimated rate of up to 38,616 gallons per month based on average yearly rainfall totals for the area. Refer to this application by the application number listed above and SPDES # NY0279871. The discharge is located within an area designated as a sole source aquifer. The following water purveyors have been identified as having service areas within a 3-mile radius of the applicant's facility: Suffolk County Water Authority and the Hampton Bays Water District.

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
