Negative Declaration

Dutchess County - The City Council of the City of Beacon, as lead agency, has determined that the proposed Comprehensive Plan amendments and local laws to amend Zoning Map and Chapter 223 of the Code of the City of Beacon will not have a significant adverse environmental impact.

The action involves proposed amendments to the Comprehensive Plan and proposed local laws to amend the City Zoning Map and Chapter 223 of the Code of the City of Beacon related to the Fishkill Creek Development (FCD) Zoning District and the Central Main Street (CMS) Zoning District. On December 18, 2017, the City Council decided to only adopt amendments to the Comprehensive Plan, the Zoning Map and Chapter 223 of the Code of the City Beacon which relate only to the FCD Zoning District. This Negative Declaration only relates to such amendments. The project is located in City of Beacon, NY.

Dutchess, Putnam, Sullivan, Ulster and Westchester Counties - The New York City Department of Environmental Protection, as lead agency, has determined that the proposed NYC's Long-Term Watershed Protection Plan in Support of Renewal of Its Filtration Avoidance Determination for the Catskill and Delaware Water Supply System will not have a significant adverse environmental impact.

The action involves the New York City Department of Environmental Protection (DEP) preparation of its 2016 Long-Term Watershed Protection Program (2016 LTP) and its 2017 Addendum (collectively the 2017 LTP) for the Catskill/Delaware Water Supply System. The 2017 LTP is a comprehensive watershed protection strategy developed to protect and improve existing water quality in the Catskill/Delaware water supply system by engaging in or funding various activities that serve protective and/or remedial water quality functions in the watershed. The 2017 LTP would also allow New York City to avoid filtering a majority of its potable water supply by qualifying for filtration avoidance under regulations administered by the New York State Department of Health (NYS DOH) in consultation with the United States Environmental Protection Agency (US EPA). As lead agency, NYC DEP has determined that the 2017 LTP would not have a significant effect on the environment and is hereby publishing a Negative Declaration.

The project is located in the Counties of Delaware, Dutchess, Greene, Putnam, Schoharie, Sullivan, Ulster and Westchester.

Positive Declaration and Public Scoping

Westchester County - The Village of Rye Brook Board of Trustees, as lead agency, has determined that the proposed 900 King Street Redevelopment and Amendment of the PUD District Regulations may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on Tuesday, January 9, 2018 at 7:30 p.m. at the Village Hall, 938 King Street, Rye Brook, NY 10573. Written comments on the draft scope will be accepted until January 12, 2018.

The action involves the demolition of an existing 215,000 square foot office building in an existing Planned Unit Development (PUD) District and the proposed construction of 269 rental units of 55 years and older senior housing on a 17.77-acre site situated on the west side of King Street south of the Hutchinson River Parkway in Rye Brook, New York. The project requires amendment of the PUD District regulations with respect to the allowable gross floor area per acre, the number of residential units per acre, building height, minimum lot area, the target-age of senior housing, impervious surface coverage, minimum set backs, and minimum number of parking spaces.
