Project Description:

The applicant proposes to construct a 300 foot long, 2.5 foot high berm. Clean fill will be placed behind the berm in a 0.34 acre area. Also proposed is a 120' X 4' elevated walkway to the waterfront. All proposed work is in the regulated adjacent area of NYS freshwater wetland F-13.

The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to remove approximately 12,000 square feet of deteriorating commercial boathouse structure, and replace in-kind with new boathouse. The project site is a man-made harbor in which the applicant owns the deed to the submerged land.

Project Description:

The Department has received an application for the renewal of an existing State Facility Permit. The application seeks regulatory authorization to operate air pollution sources and has drafted - pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit renewal for the facility that is located at "Arsenal Stone Quarry", in the Town of Hounsfield, in Jefferson County, in the State of New York. The exact location is 19199 Concrete Drive in Hounsfield, NY 13685. For the purposes of this permit, this facility is engaged in the the crushing, screening and conveying of limestone aggregate and also in the operation of five stationary diesel engines that power the above-referenced mining equipment. The Standard Industrial Classifications representative of this facility is 1422 (Crushed & Broken Limestone). The main source of air emissions originates from aggregate dust and also from diesel engine emissions. With respect to air pollution regulation, the emissions of concern at the Arsenal Stone Quarry are particulate matter, NOx, carbon monoxide and sulfur dioxide. This permit will have caps on PM-10 and on NOx.

This draft permit with all conditions will be available for public review at the NYSDEC Region 6 main office in Watertown NY and also at the NYSDEC sub-office in Utica, NY.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 1,333 gallons per minute of water from the quarry sump for dewatering and dust suppression. The facility has been in operation since at least 1999. No changes in current operations from recent years are proposed.

The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).
