Project Description:

The applicant and landowner, Robert A. Coleman, proposes to renew and modify an existing Article 23 Mined Land Reclamation Permit for a bluestone mine. After increasing the life-of-mine boundaries by 6.8 acres, the quarry would occupy 20.8 of 42.2 acres. No protected streams, wetlands or other protected natural resources are expected to be adversely impacted. All stormwater runoff will drain internally. Typical blasting and processing of bluestone will occur, which is consistent with numerous other bluestone mines in the area. The mine will be reclaimed to stable slopes with natural vegetation.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

It has been determined that the proposed action is not subject to CP-29.

Project Description:

Madison County Department of Solid Waste and Sanitation proposes to provide temporary additional disposal capacity at the County's Landfill. The temporary increase for 2018 will accommodate the demolition of structures within the City of Oneida Flood Mitigation Project resulting in the disposal of an estimated maximum of 25,000 tons of C&D material. The Department agrees that the disposal of Flood Mitigation Project material will be excluded and exempt from daily and annual limits; separate waste documentation and control procedures are in use. This temporary increase will apply only to the disposal of material received as part of the Flood Mitigation Project and cannot exceed 25,000 tons.

Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a renewal and Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0025461), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Village of Minoa STP discharges treated sewage through Outfall 001 to Limestone Creek, a class C water. Treatment consists of primary settling, trickling filters, sequencing batch reactors, and subsurface constructed wetlands. Sludge is digested aerobically, pressed, dried, and hauled to landfill.

The following changes to the permit are proposed: The Responsible Official was updated; Temperature type was added; TKN monitoring for the determination of UOD. The TRC limit was changed, and an interim limit included; A Mercury Minimization Program for Low Priority POTWs was included; A Schedule of Submittals for Copper and Zinc was included, as well as General Requirements. The permit includes updated forms and the latest general conditions.
