Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit NY0027901 for the surface discharge of 6.0MGD of treated wastewater. This is a re-notice updating the Notice of Complete Application published in the Environmental Notice Bulletin on 07/12/2017 and 06/17/2015.

The Orange Co. Sewer District #1 - Harriman Sewage Treatment Plant sends treated sewage through a junction box (outfall 01A) before being discharged through Outfalls 001 to a class C portion of the Ramapo River and Outfall 002 to a class A portion of the Ramapo River. Treatment at the facility consists of three separate treatment trains, which share screening and grit removal.

DEC proposes to incorporate the following modifications to this permit: Permit limits, levels and monitoring pages were updated for specific parameters; Addition of a schedule of submittals for Ramapo streamgage; Addition of three month long short term high intensity monitoring of hardness for specific parameters; Addition of schedule of compliance for TDS, chlorides and TRC; Addition of Whole Effluent Toxicity Testing; Sampling location at junction box instead of outfalls; Deletion of outfall summation; and, updated forms incorporating the latest general conditions. Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0109029), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Jeffersonville Wastewater Treatment Plant has a design capacity of 120,000 gallons per day (GPD) and consists of Flow EQ, Bar Screen/Comminutor, Oxidation Ditch, Secondary Clarifiers, UV Disinfection, Sludge Treatment and Disposal System. The treated wastewater effluent discharges via Outfall 001 to East Branch Callicoon Creek, a Class C(T) waterbody.

The following changes to the permit are proposed: Footnotes have been updated and reordered; Outfall location coordinates have been changed; Monitoring frequency for TKN has changed; Monitoring requirement for specific parameters have been added; Temperature monitoring only requirement has been replaced with Action Level, and requires the additional monitoring and reporting when the discharge temperature exceeds 70° F. As a result of the EBPS full technical review, a new 5-year term is proposed. The permit includes updated forms and the latest general conditions.
