Project Description:

The applicant proposes to construct a 3,632 square foot 7-bedroom bed and breakfast (B&B) and make improvements to the associated wastewater treatment system located within the regulated adjacent area of NYS Freshwater Wetland CH-8. The proposal involves the demolition of an existing 6,075 square foot building and a 780 square foot residential cottage, construction of a minor commercial entrance, and upgrades to the existing septic system including a new septic tank, grease trap, aeration and pump tank, and relocated discharge point. To mitigate impacts to the wetland, the applicant will allow vegetated buffers to establish along existing pond edge.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a new Air State Facility Permit to construct for the General Electric (GE) Global Research Center facility located on at 1 Research Drive in Niskayuna, Schenectady County, New York.

The GE Global Research Center is an existing facility that engages in research and development (R&D), testing and technical support activities for GE businesses, other private sector customers, and public entities. The new Air State Facility permit will allow installation and operation of a 364 kilowatt natural gas-fired Jenbacher generator and engine (genset) adjacent to the Chemistry and Engineering Building (CEB). The Jenbacher generator and engine will support power generation (e.g., wind and solar) and storage R&D projects, and is the only potential source of air emissions associated with the project. Manufacturer specifications indicate that NOx and CO emissions will be less than the allowable regulatory limits. The permit will also allow the facility to use the Jenbacher generator and engine to supplement the grid in times of peak demand. The Jenbacher generator and engine will be incorporated into GE Global Research Center's Title V permit within one year of its startup.

The Department will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. A copy of the Department's permit hearing procedures is available upon request or on the Department website at www.dec.ny.gov/permits/6234.html.
