Project Description:

The Department has prepared a draft permit and has made a tentative determination to renew the Air State Facility Permit for Amenia S&G - Leedsville Processing Plant. The permit renewal was initiated to update facility information and applicable requirements. The facility processes material mined at other locations to produce washed and processed sand and aggregates, and also produces hot mix asphalt.

The permit will contain limits on emissions of carbon monoxide and nitrogen oxides (NOx) from the facility, which are below the major source threshold of 100 tons per year. Therefore, the facility is not subject to Title V and NOx Reasonably Available Control Technology requirements.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit for operations conducted at 1 Van Houten Street in Upper Nyack, New York. The facility, which has been in operation as a recreational boatyard and marina for many years at this location, performs hull maintenance for recreational and pleasure boats, general maintenance and repair (including engine repair), installation, fabrication, and application of protective hull coatings. The applicant and new operator of the facility is transitioning the watercraft maintenance business to include larger recreational and commercial boat repair and maintenance, including dinner cruise boats and group fishing charter boats.

Operations with the potential for air emissions can be grouped into four types: abrasive blasting (to remove marine growth and paint); surface coating (spray painting or other coating); sprayer equipment cleaning (solvent cleaning of paint spraying equipment); and metal welding. Material types on site for these (four) operations include paints, paint thinner, blast media, and welding wire. Other materials can include small quantities of gasoline, diesel fuel, propane, and hydraulic oil. These materials are used in mobile equipment (scissor lifts, fork trucks, or other exempt sources such as heaters for "comfort heating"). Except for those small exempt sources noted, there are no emission stacks located at the boatyard facility.

Facility operations will generate air emissions of regulated contaminants such as Volatile Organic Compounds (VOCs), Particulate Matter (PM), and Hazardous Air Pollutants (HAPs). The Facility is capping out of Title V by limiting its emissions below the major Facility thresholds for VOC (less than 25 tons/yr), PM (less than 100 tons/year), Total HAPS (less than 25 tons/year) and single HAP (less than 10 tons/yr). Applicable regulations include: 6NYCRR Part 200, 201-5, 201-7,211, 212, and 228.

The Department is seeking public comment prior to making a final decision on permit issuance. A draft permit is available for review and comment at the regional office.

The Department has made a tentative determination to approve this application for reissuance of SPDES permit # NY-0101362 for Camp Grace, for a surface discharge up to 9,200 gallons per day of treated sanitary waste to Swarte Kill, Water Index Number H-139-13-2, Class B; as well as discharges of treated sanitary wastewater to groundwater of up to 9,200 gallons per day. Changes from the previous permit include a Phosphorus limit of 1.0 mg/l, and a total residual chlorine effluent limit of 0.1 mg/l. The permittee will be required to submit a Quarterly "Wastewater Facility Operation Report". The project is located at 126 Carney Rd, Ulster Park, in the Town of Esopus, Ulster County. A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz, and may be viewed and printed from the Department website at http://www.dec.ny.gov/permits/6054.html.
