Negative Declaration

Cayuga County - The Village of Aurora Planning Board, as lead agency, has determined that the proposed Application #17-43 To renovate the former Shakelton Funeral Home to a 12 room inn will not have a significant adverse environmental impact.

The action involves converting a former funeral home to a 12 room guest house, operated by the Inns of Aurora, LLC. The project includes removal of a port cochere and two second story porches on the south side, constructing two parking areas, and relocating an ice house/garage, along with the interior renovations. The project is located at 418 Main St Aurora, NY 13026.

Tompkins County - The Town of Groton Town Board, as lead agency, has determined that the proposed A Local Law to Amend Various Sections of the Town of Groton Land Use & Development Code of 2011, will not have a significant adverse environmental impact.

The Town of Groton Town Board, as Lead Agency, has determined that Proposed Local Law #4 for the Year 2017 entitled "A Local Law to Amend Various Sections of the Town of Groton Land Use and Development Code as Enacted by Local Law #1 of the Year 2011" will have no adverse impact on the environment. This law will change green energy production "commercial" and "non-commercial" to green energy production to "large scale" and "small scale" with clear definitions and guide lines for each. It removes hydro power and biomass from large scale green energy production, and removes hydro power from small scale green energy production. Adopting these changes address advances in green energy since the adoption of the 2011 law; support current State and local initiatives to reduce greenhouse gases; will allow residents the opportunity to produce energy from renewable resources while mitigating adverse impacts due to large scale production.

This law will also remove the distinction between commercial and non-commercial signs, as this references content of a sign. The amendment will change the wording in this section to be more consistent with the 1995 Land Use and Development Code, which did not address sign content, and which has been upheld in Tompkins County Supreme Court as well as ruled Constitutional in Federal Court.
