Project Description:

The Al Turi Landfill & LRGTE (the "facility") consists of a privately owned municipal solid waste landfill (the "landfill"), which is owned and operated by Al Turi Landfill, Inc. ("Al Turi") and an adjacent landfill gas to energy operation (the "LFGTE Plant"), which is owned and operated by Ameresco. This notice is regarding the renewal of the Title V permit for the landfill and the associated operation of the gas collection system.

The landfill consists of approximately 100 acres of landfill footprint area which began documenting waste acceptance in 1963. The facility is currently at capacity with approximately 5.5 million megagrams of refuse in place. A Part 360 cap or equivalent has been installed over the entire landfill proper. The landfill gas collection components consist of approximately 112 vertical wells, and a series of horizontal collectors, laterals, and headers. The gas collection material is constructed of PVC and polyethylene piping. There are two electric 100 horsepower Lamson blowers which provide vacuum to the collection system.

The emissions associated with Al Turi Landfill include Hazardous Air Pollutants (HAP) and Non-Methane Organic Compounds (NMOC). The HAPs that are emitted from this facility include Acrolein, Benzene, Carbon Disulfide, Chloroform, Ethyl Benzene, Hexane, Toulene, and Xylene.

Due to the type of operations performed and the type of contaminants emitted, Al Turi is subject to certain regulations under their Title V Permit. These regulations include sections from 6 NYCRR 208 and 40 CFR 63.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The applicant, Global Companies LLC, is proposing excavation and fill within the Hudson River (WIN H portion, Class B), associated with the installation of two (2) 54"-inch diameter piles, at each end of an existing mooring structure, each joined to the existing mooring structures by two (2) 80-foot long by 3.3-foot-wide catwalks, to be used as mooring dolphins. This facility is located at the Newburg Terminal in New Windsor, NY. The total area of disturbance is 31.8 SF, and the total volume of fill is 97.4 cubic yards. The purpose of this project is to extend the existing mooring structure so that the existing facility can accommodate larger vessels. This application is considered minor per UPA.

Project Description:

The applicant proposes to modify a portion of Freshwater Wetland AS-19 (Class II) and its 100 adjacent area, and also the 100 foot adjacent area of Freshwater Wetland AS-20 (Class III), in order to construct a new 11.5 mile pedestrian and bicycle trail along the northern shore of the Ashokan Reservoir. Activities proposed within regulated wetland areas include tree felling, track and debris removal, excavation, filling & grading, and construction of the new 12 foot wide unpaved Ashokan Rail Trail along with various drainage improvements. The total area of proposed disturbance to the 100 foot adjacent areas of the two NYS wetlands is 1.036 acres; the total area of proposed disturbance to Wetland AS-20 is 0.18 acre. No disturbance within Wetland AS-19 is proposed. Proposed work includes: repair to a number of deteriorated or failing culverts along the route of the trail; removal of the failing culvert which passes Butternut Creek, Class A(T), and replacement of the failed culvert with a new span pedestrian bridge; and replacement of the bridge over the Esopus Creek, Class A(TS), near the western end of the reservoir (Boiceville bridge), with a new steel span bridge. Approximately 300 linear feet of streambank of the Butternut Creek will be disturbed to replace the culvert and "daylight" the stream; approximately 400 linear feet of streambank of the Esopus Creek will be disturbed in order to replace the Boiceville bridge and remove displaced steel girders from stream banks. The proposed trail is located within the Town of Olive and Town of Hurley, and would extend from Basin Road in the Town of Hurley to NYS Route 28A in the Town of Olive, on the County-owned Ulster & Delaware Railroad corridor.

The applicant proposes to disturb (excavate & fill) approximately 0.06 acre (2,634 ft2) of federally regulated wetland area to construct a portion of 25' wide paved internal roadway crossing to allow two proposed emergency access points in conjunction with development of the Baker Residential Subdivision, a 73 lot residential subdivision on a 165‑acre parcel. Although not required, approximately 0.12 acre (5,300 ft2) of new wetland area will be constructed at the project site as mitigation for proposed disturbances to federally regulated wetland areas. The project is located east of Columbus Avenue and west of West Lake Drive in the Town of Mount Pleasant, Westchester County.
