Negative Declaration

Chenango County - The Town of Norwich Planning Board, as lead agency, has determined that the proposed Distributed Sun-Photovoltaic Plant-5050 State Highway 23 will not have a significant adverse environmental impact.

The action involves the construction of six 2MWac solar photo-voltaic plants to be connected to the NYSE&G distribution grid. Plants that are being installed are Community Solar Power Projects. Project includes installation of six separate arrays in fenced areas of approximately 13 acres each for the total project of 79 acres on two separate tax parcels with a total of 175.5 acres. Work includes 18.7 acres of site clearing, installation of underground electric lines and overhead lines to connect to the grid, installation of ground mount racking and PV panels and re-vegetation of the site. Sun8 PDC LLC, the project owner, will seek subdivision approval to situate each array on its own tax parcel. The project is located at 5050 State Highway 23. Conditioned Negative Declaration

Tioga County - The Village of Waverly Board of Trustees, as lead agency, has determined that the proposed Waverly Glen Park Implementation Projects will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice. The action involves the various implementation projects recommended in the Waverly Glen Park Master Plan. This includes 36 improvement projects over three phases of implementation. The project is located on Glen Park Road, Village of Waverly, NY.

The conditions are: All environmental impacts have been evaluated with the exception of a Phase 1 archaeological investigation required by NY SHPO. This investigation will be conducted upon the Village of Waverly's receipt of a NYS CFA EPF Municipal Parks grant award. Announcements are expected in December 2018.

Tompkins County - The Town of Lansing Planning Board, as lead agency, has determined that the proposed Milton Meadows Apartments will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice. The action involves the construction of 72 apartment/dwelling units, constructed with engineered septic system and access road. The project is located 29 Auburn Road, Lansing, NY 14882.

The conditions are: NYS DEC & Tompkins County Septic System Permit, NYS DOT curb cut access and entrance road permit, Finalized SWPPP, NYS DHRC Funding and Sale of Town Property.
