Section 401 - Clean Water Act Water Quality Certification

Project is Located:

Project Description:

Applicant proposes the construction of a permeable reactive barrier (PRB) to be constructed on Lakeview Point along the Southwest shoreline of Onondaga Lake. The purpose of the PRB is to manage calcium carbonate formation on the shoreline of Lakeview Point within the Wastebeds 1-8 Site. The PRB is to be constructed inside a 250-foot long trench, 6 feet wide, and 10 feet deep. The bottom 8.5 feet of the PRB will consist of a 55% siderite: 45% sand mixture (by weight) and the upper 1.5 feet will consist of a cover system with a low permeability liner and run-of-bank fill. A total of approximately 470 cubic yards (CY) of site fill will be excavated from the lower 8.5 feet of the trench and will be backfilled with 470 CY of the siderite-sand mixture. Another 140 CY of material will be excavated from the upper 1.5 feet and filled with 140 CY run-of-bank material. This will result in a net-zero cut/fill within the project area. The spoils from the excavation will be piled inland above elevation 367 feet, north of the trench and a minimum of 40-feet inland from the shoreline.
