Negative Declaration

Queens County (Queens) - The New York City School Construction Authority, as lead agency, has determined that the proposed Public School (PS) Q 81 Gymnasium Annex will not have a significant adverse environmental impact. The action involves a proposal on behalf of the New York City Department of Education (NYC DOE) for the New York City School Construction Authority (NYC SCA) to construct a standalone gymnasium annex for the existing PS 81 school in the Ridgewood section of Queens. The proposed gymnasium annex would be located on a portion of the PS 81 schoolyard, and will also include the renovation of the remaining area of the school yard to improve the recreational amenities. This work includes the removal of three vacant Transportable Classroom Units that are currently in the schoolyard and new recreational facilities and upgrades. Development of this proposed project would be funded by the NYC DOEs Five-Year Capital Plan for fiscal years 2015-2019. The project is located at 559 Cypress Avenue in the Borough of Queens, New York.

Positive Declaration and Public Scoping

Queens County (Queens) - The New York City Planning Commission, as lead agency, has determined that the proposed Anable Basin Rezoning may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until 5:00 p.m. on December 26, 2017. A public scoping session will be held on December 14, 2017 at 5:00 p.m. at the 2 Court Square, Long Island City, NY 11101. The draft scoping document is available from the New York City Department of City Planning, Environmental Assessment and Review Division, 120 Broadway, 31st Floor, New York, NY 10271 and on line at: http://www1.nyc.gov/site/planning/applicants/scoping-documents.page.

The action involves a proposal by the applicant, Design Center Realty, LLC, an affiliate of Plaxall, Inc., for a series of discretionary actions before the New York City Planning Commission (NYCPC), to facilitate the construction of approximately 5.8 million gross square foot in new buildings, on an area of approximately 15 acres containing the Applicant's sites as well as non-Applicant-owned sites, with a range of uses and a new public waterfront esplanade that would connect to Gantry Plaza State Park's waterfront open space, in the Long Island City neighborhood of Queens, Community District 2, New York. The Proposed Actions include (1) a zoning map amendment to Zoning Map 9b to change underlying zoning districts from M1-4 and M1-4/R6A to M1-5/R7-2, M1-5/R8, and M1-5/R9, and to map a new Special District; (2) a zoning text amendment to create a new special district, proposed to be named the "Special Anable Basin District", coterminous with the Proposed Rezoning Area; (3) a zoning text amendment to Appendix F of the ZR to map a Mandatory Inclusionary Housing-designated area coterminous with the Proposed Rezoning Area; and, (4) a zoning text amendment to ZR Section 62-951 (Northern Hunter's Point Waterfront Access Plan [Q-1]) to cross-reference to requirements in the proposed Special AB District text. Additionally, one other Applicant-owned site, located one block west of the Proposed Rezoning Area is proposed to be conveyed to the New York City School Construction Authority (NYC SCA) for future development and use as a public school. The proposed Special District would allow some flexibility in the range in density of the proposed uses, including residential uses (up to 4,995 Dwelling Units), up to 1,191,984 gross square foot of commercial office space, and retail, hotel, light industrial, community facility, and arts and cultural uses as well as 134,695 gross square foot of public open space and up to 1,824 new accessory parking spaces. The analysis year for the Proposed Actions is 2034.
