Project Description:

Zevel Transfer Station LLC is seeking to modify their existing Part 360 Solid Waste Management Permit to: expand their hours of operation; add a crusher to its processing operations; and install a 20 foot high concrete perimeter wall around the facility to minimize potential operational impacts to the area. The proposed action does not include any increase in the amount of material received or processed at the facility or any expansion of the facility.

More specifically, the proposed crusher equipment will enable the facility to produce a consistently sized product from oversized, uncontaminated rock and concrete. This new piece of equipment will enable the facility to recover greater amount of material for beneficial use that might have otherwise been sent to the landfill.

If approved, the new hours of operation would be: Facility hours: 12:01 am Sunday through 11:59 pm Friday - Outbound truck operations: 12:01 am Sunday through 11:59 pm Friday - Inbound truck operations: 6:00 am - 7:00 pm, Sunday through Friday - Crusher and sorting line equipment: 7 am - 10 pm, Sunday - Friday

The current facility is a permitted construction and demolition (C&D) debris processing facility authorized to accept up to 1,050 tons per day (TPD) of C&D. Maximum onsite storage is 3,880 cubic yard (CY) of material. Storage is limited to C&D and recyclables recovered from the facility's waste stream. The facility currently is authorized to operate between 5 am to 6 pm Monday through Friday; 5 am to 5 pm Saturday; and closed Sundays. Sorting line equipment, other than the crusher, is part of the currently approved facility operations.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

The proposed action is subject to CP-29. An enhanced public participation plan was submitted by the applicant and has become part of the complete application.
