Draft Best Management Practices (BMPs) for Design and Layout of Primitive Tent Sites in the Adirondack Forest Preserve

The project involves a proposal by New York State Department of Environmental Conservation to adopt BMPs to address roadside camping as it pertains to primitive tent sites outside of Intensive Use Areas. This includes walk-in sites, and walk-in sites with a single-lane parking area. These BMPs also address large groups, camping permits, size limits, improvements, and regulation changes for primitive tent sites. Additionally, this document provides the accessibility standards that apply to primitive tent sites.

Comments are welcome and will be accepted by the contact person until January 22, 2018. The draft BMPs are posted on the NYS DEC website at: http://www.dec.ny.gov/lands/111867.html.

The BMPs will cover Adirondack Forest preserve lands in the New York State Counties of Clinton, Essex, Franklin, Fulton, Hamilton, Saratoga, Warren and Washington in NYS DEC - Region 5 and Herkimer, Lewis, Oneida and St Lawrence in NYS DEC - Region 6.

General Permit for the Oneida County Soil and Water Conservation District (OCSWCD) Stream Disturbance and Restoration

Permit No.: GP-6-17-001

Stream Disturbance - under Article 15, Title 5
Excavation & Fill - under Article 15, Title 5
Freshwater Wetlands - under Article 24
Water Quality Certification - under Section 401 -Clean Water Act

New York State Department of Environmental Conservation - Region 6 Office is considering the issuance of GP-6-17-001 to replace the previously issued GP 6-12-001 which expired May 2017. This permit will be restricted to use solely by the OCSWCD and limited to use only within Oneida County, New York.

The permit authorizes activities related to installation/replacement of culverts, stream bank stabilization and erosion control measures, and minor disturbances to wetlands when associated with the listed Article 15 projects. Each project must meet strict criteria established by the NYS DEC - Region 6 Office and requires OCSWCD to determine if the project conforms to the criteria set forth in the permit. OCSWCD must complete and return the General Permit (GP) Application Form, project location maps and detailed plan designs for each requested use of the GP. Work may not begin until NYS DEC - Region 6 Office has approved the project application.

The project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

A copy of the draft permit is available for review at the Utica Sub-office of the NYS DEC, State Office Building, 207 Genesee Street, Room 1404, Utica NY 13501.

Written comments on the draft general permit must be submitted to the contact listed below by December 22 or within 30 days from the date of this notice, whichever is later.

The action involves a request by the applicant for a Site Plan Review for demolition of a residential structure. The project is located in the Village Residential Zoning District and requires Site Plan Review under the Zoning Law of the Village of Sackets Harbor. The project is located at 344 Dodge Avenue in the Village of Sackets Harbor, New York.

The project is in the Village Center Zoning District, the Historic Overlay and National Register Districts. The project is located at 410 West Main Street in the Village of Sackets Harbor, New York.

The project is located at 144 Bartlett Road in the Village of Sackets Harbor, New York.
