Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a renewal and Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0029831), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). A timely and sufficient renewal application was received and therefore, the term of the SPDES permit was extended under the State Administrative Procedures Act (SAPA).

The facility discharges treated sewage through Outfall 001 to the St. Lawrence River, a class A water. There are 16 combined sewer overflows with outfalls to both the St. Lawrence and Oswegatchie Rivers. Treatment at the facility consists of a bar screen, wet well chamber, primary clarifiers, activated sludge basins, final settling tanks, and chlorine contact chambers. Sludge is digested anaerobically, pressed, and then hauled to a landfill.

DEC proposed to incorporate the following modifications to the permit: Specific parameter limits added; Outfall 01A added; Acute and Chronic Whole Effluent Toxicity action levels reduced; Action levels for specific parameters reduced; Changed Total Residual Chlorine limit at Outfall 001 to monitoring; Changed specific parameters from action levels to limits; Removed specific parameters as they were nondetects; Removed Outfall 10B as it was closed off; Updated the Special Conditions for Landfill Leachate Disposal; Updated the Combined Sewer Overflow Long Term Control Plan to include an implementation schedule; Added both a Stormwater Pollution Prevention Plan and a Mercury Minimization Program; Added a Schedule of Submittals for submittal of a revised Wet Weather Operating Plan; Added both a table of contents and a monitoring locations page. The permit includes updated forms and the latest general conditions. Project Description:

Dredge approximately 12,684 square feet around an existing docking faciliy. Approximately 550 cubic yards of silt and loose rock to be removed. All dredged spoils will be stabilized on an approved off-site upland location.

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
