Project Description:

Multimetal Recycling LLC has applied for a Part 360 permit to operate a solid waste transfer station to transfer up to 50 tons per day of household, commercial and Construction and Demolition (C&D) Debris in a new 3,900 square foot building located at an existing scrap metal recycling facility at 4502 York Rd in the Town of Leicester, Livingston County, NY. The facilities are to be open from 8:00 am to 4:30 am weekdays, and 8:00 am to 11:00 pm on Saturdays, with operations continuing a half hour before opening and after closing. To support the operations, the total related vehicle trips are estimated to be 45 to 60 vehicles per day. Although most will not be commercial waste collector vehicles, the occasional single-axle roll-off truck is expected to use the facility. The project will also include additional outside empty roll off container storage, a vehicle scale, security lighting, fencing, landscaping and stormwater management. The Department of Environmental Conservation has determined that the project, as represented in the application, meets the Part 360 requirements. As a tentative determination on the Solid Waste Management Permit, the Department seeks comments prior to making a final decision.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to place fill into 0.23-acre of federally mapped wetland and 775 linear feet of an unnamed ditched ephemeral tributary in order to construct a car dealership. The tributary would be relocated and expanded to 800 linear feet and constructed to function as a natural stream to include a wetland bench and flood plain. One culvert would be constructed within the relocated tributary. A 0.35-acre wetland would be created on-site for mitigation.
