Negative Declaration

Herkimer County - The Village of Mohawk, as lead agency, has determined that the proposed Village of Mohawk Well Site Flood-Proofing Measures and Substation Relocation will not have a significant adverse environmental impact. The action involves a project to provide protection for the Village of Mohawk's drinking water well field and treatment facilities as required by New York State Department of Health (NYS DOH), as well as improvements to the existing substation. The existing infrastructure at the well field and substation site were inundated by a flood event on June 27 and 28, 2013, which prompted development of a "Village of Mohawk Water System Flood Prevention Evaluation Report" (January 2014). As a result of the 2013 flood, Federal Emergency Management Agency (FEMA) established a new 100 year flood elevation of 394.2 feet that is slightly higher than the 1999 Flood Insurance Rate Map (FIRM) of 393.8 feet for these parcels. The existing well stacks and water treatment building are situated below both of these established flood elevations and are therefore not in compliance with the Ten State Standards. The facilities require upgrades to protect wells and the treatment building from future flood events. The proposed project involves upgrades to Well Nos. 1, 2, and 3, and relocation of the existing water treatment building. In addition, the Village of Mohawk's electrical substation is located in the same area as the well field. The project will also include replacement of the substation components to raise them above the floodplain elevation. The new substation will consist of a substation yard, switchgear building, and backup generator. These facilities will be installed south of the existing substation infrastructure on the same parcels. The project is located in the Village of Mohawk, New York.
