Article 19 Air Title V Facility

Project Description:

The Department has prepared a draft permit and has made a tentative determination to approve the modification of the Title V Air Permit for Moog Inc. located at Seneca Street, Jamison Rd, and Conley Rd in the Town of Elma. This facility specializes in the design and manufacture of high-performance motion control systems for military and commercial aircraft, satellites and space and defense hardware, industrial machinery, energy industry machinery, marine applications, and medical equipment. The particulates emitted are captured in HVAC filtration systems and any other emissions are minimal and exempt.

This permit modification addresses Moog's request for a Volatile Organic Compounds (VOC) Reasonably Available Control Technology (RACT) variance. To maintain compliance with the VOC RACT requirement, the facility shall limit VOC emissions from the usage of isopropyl alcohol within the customized solvent spray hoods used to clean high precision motion control parts to less than 3 gallons per day per source on an annual basis. Emissions subject to this RACT requirement shall be calculated using a combination of material usage and production records of material processed by the equipment. Records of all the compliance demonstration procedures and data required by this condition shall be retained on site for five years and made available to the Department upon request.

The RACT determination shall be re-evaluated every five years, or prior to any changes that could significantly impact the existing approved RACT evaluation. The first re-evaluation will be due no later than five years from the pertinent permit modification issuance date.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing.
