Project Description:

The applicant proposes to install and operate a Moving Bed Bioreactor Wastewater Treatment facility to serve the Bald Eagle Marina, Club House, Apartments and Restaurant located at 1033 Lakeland Beach Rd. in the Town of Kendall, Orleans County. The applicant proposes to discharge up to 11,535 gallons per day (gpd) during summer operation and 8,565 gpd during winter operation of treated sanitary and kitchen wastewater into Bald Eagle Creek, a class C stream which discharges into Lake Ontario. The applicant proposes to complete the installation of the wastewater treatment plant which was originally designed and permitted in 2007 for a smaller wastewater discharge quantity, but installation was never completed. The permit will contain effluent limits for biological oxygen demand, suspended solids, settleable solids, pH, ammonia, dissolved oxygen, and fecal coliform.

The Department has made a tentative determination to approve the application. The Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
