Project Description:

The DEC has prepared a draft permit and has made a tentative decision to issue to Southern Graphic Systems a State Facility Air Permit.

SGS makes gravure cylinders for the printing industry. Operations include chrome and copper plating, metal stripping and polishing, and laser engraving. The plating of chromium onto gravure cylinders constitutes hard chromium plating (as opposed to decorative coating). The chromium plating is subject to the federal National Emission Standards for Chromium Emissions from Hard and Decorative Electroplating and Chromium Anodizing Tanks. The process sources are also subject to the DEC's air toxics rule, found at 6 NYCRR Part 212.

In an application dated October 18, 2016, SGS submitted to the Department an application to exhaust Dechrome Tank 2 through the existing Dechrome Tank 1 scrubber. That application triggered a requirement for SGS to evaluate emissions and potential impacts under 6 NYCRR 212. In that analysis, SGS committed to maintaining facility-wide emissions of chromium (VI) to less than 0.10 pounds per year.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant is proposing to perform streambank stabilization work consisting of stream vanes, stacked stone retaining walls and rock riprap, at three sites within an 1100-foot stretch of stream, for a combined total of 379 linear feet of stream disturbance, on a tributary to Sixmile Creek along Buffalo Road, located 3700' south of the intersection of State Route 79 in the Town of Caroline, County of Tompkins.
