Section 401 - Clean Water Act Water Quality Certification

Project Description:

Westchester Department of Public Works and Transportation proposes to dredge 10,878 cubic yards of material from a 3.948 acre federal wetland. The purpose of the maintenance dredging is to restore the capacity of Detension Basin B, which provides stormwater management for the Westchester County Airport. The dredged material will be disposed of onsite at an approved upland location. After the removal of material, the applicant proposes to re-establish wetland plantings along the embankments and within the detention basin. The bottom of the detention basin will be replanted with narrow-leaved cattail and soft stem bulrush, spaced 18-inches on-center, and the embankment will be seeded with native grasses for erosion control.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.
