Negative Declaration

Onondaga County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Onondaga RA #1, Stands C-13, C-20 and C-27 Herbicide Application will not have a significant adverse environmental impact. The action involves the application of herbicide to remove undesirable vegetation on 74 acres consisting of American beech, ironwood (hophornbeam) and Striped maple. This will create conditions favorable for the natural regeneration of desirable hardwood species for wildlife and ecosystem management purposes. The undesirable vegetation is found on approximately 75 percent of the understory area. This has created dense shade preventing conditions necessary for the germination and establishment of desirable species. If no site preparation takes place, undesirable species will continue to occupy the site to the detriment of more desirable species. The project is located in the Town of Fabius, New York.

Due to the slope of the site, the building will have two stories facing Elm Street and three stories in the rear. The project requires consolidation of three tax parcels. The project is in the R-3a Zoning District and has received two area variances. The project is located at 209-211 Elm Street in the City of Ithaca, New York.
