Negative Declaration

Jefferson County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Perch River Wetland Enhancement will not have a significant adverse environmental impact.

In the Perch River Wildlife Management Area dense hybrid monotypic stands of cattail have reduced native vegetation, natural water flow, and areas of open water, thus limiting the value of the habitat for waterfowl and other wetland wildlife. The purpose of this project is to improve water flow and management capability within the wetland complex by restoring channels, removing blockages obstructing flow, and creating open water areas within the existing cattail stand. A total of 4.63 acres will be excavated for the construction of channels and potholes and all material will remain on site and either side cast or used to construct habitat mounds. The project will enhance a total of 65 acres of palustrine emergent marsh for the benefit of migratory birds and wetland dependent wildlife by improving hydrologic connectivity and reducing the cover of invasive plant species. The project is funded as part of a North American Wetlands Conservation Act Grant through the United States Fish and Wildlife Service and will provide long-term ecological benefits to wildlife resources within the area. The project is located at Perch River Wildlife Management Area at 28891 Vaadi Road in the Town of Brownville, New York. This action is within an archaeologically sensitive area, however, this project should have little effect on any archaeological resources and New York State Preservation Office (NYSHPO) sign-off has been obtained.
