Public Notice

Pursuant to Section 33 of the Public Lands Law, the New York State Office of General Services (NYS OGS) hereby gives notice to the following:

Notice is hereby given that the New York State Office for Children and Family Services has determined 35 Taft Avenue, located in the City of Albany, Albany County, New York, improved with a 3,984 ± square foot, 67 ± year old residence on a 6,000 square feet lot, with tax identifier Section 64.021, Block 2, Lot 51 (064.021-0002-051.000) as surplus and no longer useful or necessary for state program purposes, and has abandoned the property to the Commissioner of the New York State Office of General Services for sale or other disposition as unappropriated State land. This abandonment was approved October 6, 2017.

Negative Declaration

Schoharie County - The Schoharie County Board of Supervisors, as lead agency, has determined that the proposed Schoharie County Public Safety Facility will not have a significant adverse environmental impact. The action involves a proposal by Schoharie County to develop a new County Correctional Facility and Public Safety Facility (PSF), including extensions of public water and sanitary sewer facilities. The proposed facility will be located in the Town of Schoharie at the project location described in this notice and is referred to as the Fire Training Center (FTC)/Berlin Site. The proposed facility is required to replace an existing facility that was devastated by flooding in August of 2011 as a result of Hurricane Irene. Development of the new facility will rely on funding from the Federal Emergency Management Agency and from the New York State Division of Homeland Security and Emergency Management and will be subject to approval by the New York State Commission on Corrections. The project includes acquisition of a property adjacent to the County's Fire Training Center to accommodate the PSF building site.

The PSF will be housed in one primary structure, approximately 65,000 square feet in size and 24 feet in height, with the Sheriff's Garage in an ancillary structure approximately 2,100 square feet in size. The facility will include a 65 to 75 inmate capacity jail and supportive facilities, along with office space for the Sheriff, Probation and District Attorney functions. Also included will be connectivity to the 911 Call Center including a free-standing antenna on site. The facility and parking lots will be encompassed within a fire access ring road connected to the access driveway.

Extensions of public water (4,000 ± linear feet) and sanitary sewer facilities (7,900 ± linear feet) are proposed from existing connection points to the new facility. A similar routing along NYS Route 7 and Howe's Cave Road will be used for both utilities. Public water service will be provided to the FTC/Berlin Site by both the Village and Town of Cobleskill. Wastewater flows from the FTC/Berlin Site will be transmitted for treatment at the Village of Cobleskill wastewater treatment plant. Current plans specify that portions of the new water and sewer mains will be installed by trench construction and other portions by directional drilling.

The project is located at 373 Howe's Cave Road in the Town of Schoharie, New York.
