Project Description:

The installation of approximately 11.4 miles of new water main and associated valves, meters and appurtenance within the Towns of Groveland and Conesus via open trenching and directional drilling. The majority of the project will be constructed within the roadway right-of-way along Sonyea, Pioneer, Latimer, Groveland Hill, Dennison, Maple Beach and Dacola Shores Roads. The project involves temporary impacts to the adjacent areas of freshwater wetland CO-1 and in proximity to the regulated adjacent areas of freshwater wetlands SO-8 and SO-9. Approximately twenty class C streams will also be crossed by open trenching and directional drilling. Once the water main is installed, the area will be backfilled and restored to existing conditions.

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

This is a combined Notice of Complete Application for proposed shoreline protection on Lake Ontario. The two permit applications are for installation of steel sheetpile walls, and the addition of armor stone: Goodwine Property at 1582 Lake Rd, DEC ID #8-2654-00414/00003; and Steenberg Property 1590 Lake Rd, DEC ID #8-2654-00415/00006. The applicants propose to install approximately 470 feet of steel sheetpile with armor stone in front of it (lakeside). 260 feet of the work is proposed on the Goodwine property and 210 feet on the Steenberg property. The proposed wall will be above mean high water level (MHWL) with armor stone extending below MHWL. These projects are located within a Coastal Erosion Hazard Area (CEHA), and therefore require an Article 34 CEHA permit as well as an Article 15 Protection of Water permit.

For erosion control, applicant proposes the installation of approximately 150 linear feet of 1-3 ton stone riprap on a 2:1 slope and 4 ton toe stone keyed in at the lakeward edge of their Lake Ontario shoreline that has no existing erosion control protection. Geotextile fabric will be placed beneath the stone. The rock will be placed at or below mean high water line.

Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a renewal and Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0023906), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Town of Erwin Wastewater Treatment Plant has a surface discharge of treated wastewater through Outfall 001 to the Cohocton River, a Class C water . The facility provides secondary treatment for a design flow of 1.75 mgd. Treatment at the facility consists of automatic bar screening, vortex grit removal, and sequencing batch reactors. Sludge is digested aerobically, pressed with a belt filter, and hauled to a landfill. The following changes to the permit are proposed: Seasonal disinfection requirements have been added and a schedule of compliance to comply with the new seasonal disinfection requirements; Ammonia reporting has been changed; A one year Whole Effluent Toxicity program has been added with acute and chronic action levels; High-Priority Mercury Minimization Program has been added; and, a schedule of submittals has been added to include a short term - high intensity monitoring program for Bis(2-ethylehexyl)phthalate.
