Project Description:

CORRECTED NOTICE: The applicant proposes to reroute truck traffic that currently travels through a populated area the City of Hudson to an existing haul road that connects the Colarusso Quarry off NYS Route 9 in Greenport to their Hudson River dock located on the south end of S. Front Street in Hudson. To accommodate the rerouted traffic, the applicant proposes to widen the haul road to allow for two-way traffic passage and pave it in an effort to minimize potential dust. A portion of the haul road (approx. 1,500 linear feet) near NYS Route 9G passes through the 100-foot adjacent area of the Class I Freshwater wetland identified as HS-2. Approximately 0.3 acre of adjacent area will be permanently converted from vegetated railroad ballast to paved haul road due to the haul road widening from approximately 16 feet to 24 feet. Four woody vegetation buffer areas seeded with a wildlife/pollinator mix, totaling 1,300 linear feet, will be restored between the improved haul road and the freshwater wetland.

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes replacement of seven culverts, extensions of existing enclosed drainage piping/catch basins within existing fairways, installation of new catch basin collection systems, re-grading of four existing fairways, repair two separate areas of eroded banks including removal of wooden retaining wall along the northern side of Otego Creek C(t) for a total of 280 +/- linear feet of streambank stabilization and temporary disturbance of 375 +/- linear feet of stream located at Holes 3, 4 and 16. This work requires Water Quality Certifications for impacts to federal waters as well as Article 15 Protection of Waters permit for disturbance to the bed and banks of Otego Creek.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Reconstruction of Plank Road Bridge over the Deep Kill, located in Pittstown, Rensselaer County. The work area is partially within the boundaries of State-regulated Freshwater Wetland TO-4, and will result in permanent impacts to 74 sq. ft. of the regulated wetland area. The project will require disturbance to the bed and banks of the Deep Kill, a Class A waterbody, and will require 152 cu. yds. of fill below Ordinary High Water.
