Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a permit renewal. This facility produces asphaltic paving mixtures based on customer specifications. Hot asphaltic oil is mixed with various materials to produce the paving mixtures. The facility is equipped with a Gencore 450 ton/hr capacity rotary kiln and associated equipment for manufacturing, storing and dispersing asphaltic paving products. Waste gases are directed to an IOWA Parts Pulsed Jet baghouse. The facility is capped at an annual asphalt mix production rate of 1,000,000 tons to meet a 24.5 ton/year cap for NOx and VOCs. Electrical power is provided by the local power authority.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

The applicant proposes to install a 10" diameter irrigation well to a depth of 100 feet equipped with a pumping capacity of 750 gallons per minute (gpm) in order to irrigate existing farm property. Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
