Negative Declaration

Madison County - The Town of Sullivan Town Board, as lead agency, has determined that the proposed Local Law No. F-2017 - A Local Law to Amend the Town of Sullivan Zoning Law to Add a New Article Regulating Solar Energy Systems in the Town will not have a significant adverse environmental impact. The action involves the proposed adoption of a Local Law, if enacted, to amend the Town of Sullivan Zoning Law (Chapter 275) by adding a new Article IX to be titled "Solar Energy Systems". The Local Law No. F-2017 will be used to permit and regulate the construction of solar energy systems in the Town of Sullivan in a manner that preserves the health, safety and welfare of the Town, while also facilitating the production of renewable energy. The project is located throughout the Town of Sullivan, New York.

Oswego County - The Town of Schroeppel, as lead agency, has determined that the proposed Bankrupt Road Water District Project will not have a significant adverse environmental impact. The action involves the installation of a municipal water system in the following areas of the Town of Schroeppel: County Route 46/Bankrupt Road corridor, parts of County Route 57, Hawthorn Road, Helbock Drive, Wallace Road, Stoutenger Drive, Stevens Drive, Pine Tree Lane, Hummingbird Lane, and County Route 6. The proposed project includes the installation of new mains, hydrants, valves, and services to serve approximately 211 developed properties. The project is located in the Town of Schroeppel, New York.

Tompkins County - The Town of Dryden Town Board, as lead agency, has determined that the proposed Ellis Tract Community Solar Project will not have a significant adverse environmental impact. The action involves the construction of eight 2MW and two 1 MW solar photo-voltaic (PV) arrays for generation of energy and sale under the community distributed generation program. Solar arrays consist of PV modules mounted on metal racks anchored using helical ground screws. The arrays will be fenced in and gravel access drives will be constructed to access each site. Each site will contain an electric transformer mounted on a concrete pad. The ten fenced arrays will encompass approximately 110 acres of the total of approximately 294 acres that are contained on five tax parcels collectively identified as the Ellis Tract.

The action also involves minor subdivision approval by the Town of Dryden Planning Department and area (setback) variance approvals, by the Town of Dryden Zoning Board of Appeals.

The project is located along Turkey Hill, Stevenson, and Dodge Roads in the Town of Dryden, New York.

The action involves the construction of five 2MW solar photo-voltaic (PV) arrays for generation of energy and sale under the community distributed generation program. Solar arrays consist of PV modules mounted on metal racks anchored using helical ground screws. The arrays will be fenced in and gravel access drives will be constructed to access each site. Each site will contain an electric transformer mounted on a concrete pad. The five fenced arrays will encompass approximately 51 acres of the total of approximately 158 acres.

The action also involves subdivision approval, by the Town of Dryden Planning Board, of the approximately 158 acres into five parcels, and setback variance approval, by the Town of Dryden Zoning Board of Appeals, for each of the five sites.

The project is located at 2150 Dryden Road in the Town of Dryden, New York.
