Negative Declaration

Oneida County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed NYS Route 5A and 5S: Oriskany Boulevard Storm Sewer Project (PIN 2326.14), will not have a significant adverse environmental impact. This notice amends the May 20, 2015 notice for PIN 2326.14 to include a temporary staging area. The action proposes the separation of the highway storm sewer system for the City of Utica's combined storm and sanitary sewer system on NYS Routes 5A and 5S. The NYS Route 5A (Oriskany Boulevard) portion of the project between the Utica City line and Schuyler Street is approximately 1.2 miles long. The NYS Route 5S (East-West Arterial) portion is approximately 1.3 miles long between the intersections of Broad Street and Culver Avenue. By separating the highway runoff from the City of Utica's system, a reduction in combined sewer overflows is anticipated. The existing roadway cross section of and traffic operations will remain the same. Installation of the new storm system will include pavement rehabilitation and reconstruction, new curbing, sidewalks, driveway aprons, side road aprons, etc. where impacted by the proposed storm system construction. On Route 5A, a new stormwater drainage system with a trunkline along the south curb line will be installed with outlet locations Platt Street and Schuyler Street. Excavated materials from the construction of the Route 5A stormwater drainage will be shipped to an approved landfill. To facilitate efficient construction and shipping operations, a temporary staging area will be constructed on the NYS DOT right of way (ROW) within the NYS Route 12, Trenton Road, Glass Factory Road interchange. On Route 5S, Asphalt tip-up gutters will be installed on the outside edge of the north shoulder with a closed drainage system connecting to the existing Ballou Creek Conduit. The gutter and closed drainage system are supplemented with the cleaning and reshaping of adjacent existing ditches that connect to the new system. The project is located in the City of Utica, New York.
