Project Description: The action involves a three lot subdivision involving wetlands; creating a 4.56 ± acre non-building lot, a 72.86 ± acre lot and an 84.88 ± acre lot. The 4.56 ± acre lot will be conveyed to an adjoining landowner and used to display vehicles for sale, the 72.86 ± acre lot is currently used for a county transfer station and will be conveyed to Clinton County and the 84.88 ± acre lot will be retained by the current owners and used for forest management for the production of timber.

Project Description: The project involves an application to operate a Tour Boat for an existing operation providing scuba diving tours and instruction. The vessel is berthed at the owner's dock space at Indian Brook Association, and customers are picked-up/discharged at Norowal Marina.

Negative Declaration

Clinton County - The Village of Champlain, as lead agency, has determined that the proposed Amendment of the Zoning Code will not have a significant adverse environmental impact. The action involves the adoption of amendments to the Village of Champlain Zoning Code relating to "Downtown Mixed Use" district. The amendments follow recommendations for several zoning code changes including: removing the required Special Use Permit for all desired commercial uses compatible with the downtown; using zoning to curb the conversion of first floor commercial space into apartments and infill development of residential on Main Street; developing design guidelines to ensure that new development compliments existing character and scale, but creates an interesting mix of old and new. The zoning amendments in this action reflect these recommendations. In addition, the amendments cap the amount of impervious surface to better address storm water management and drainage in floor-prone areas, exempts nonresidential uses from off-street parking to reduce the amount of unnecessary pavement, prohibits larger scale uses that would increase truck traffic and impact adjacent residential neighborhoods while making it easier for compatible, smaller scale uses to invest in the downtown. The project is located in the Downtown Mixed Use zone of the Village of Champlain, New York.
