Project Description:

The applicant proposes to construct and operate a solid waste management facility for processing recognizable uncontaminated concrete, asphalt, rock, brick, and soil (RUCARBS) to produce recycled concrete aggregate (RCA). Approximately 10.65 acres of the 18.55 acre property will be used for the processing facility which will receive up to 500 cubic yards per day (cypd) of clean concrete, 500 cypd of clean brick, and 500 cypd of mixed RUCARBS. These raw materials will be stockpiled on-site in the following maximum amounts: 20,000 cubic yards of mixed RUCARBS, 15,000 cubic yards of clean concrete, and 10,000 cubic yards of clean brick. Recycled concrete products produced will be stockpiled on-site in the following maximum amounts: 10,000 cubic yards of recycled drainage stone, 10,000 cubic yards of contractor's blend RCA, and 10,000 cubic yards of NYSDOT #1 RCA. The duration of storage for both unprocessed and processed materials is up to one month and this facility will not accept or process wood materials. The facility will operate six (6) days per week and the anticipated truck traffic is 50 trips per day. The hours of operation will be 6 A.M. to 5 P.M., Monday through Friday, and 7 A.M. to 2 P.M., Saturday. The facility is located on the east side of Grucci Lane at the end of the cul-de-sac, north of Horseblock Road, Yaphank, Town of Brookhaven, Suffolk County Tax Map # 200-778-1-8.

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 02, 2017.
