Project Description:

The Department has made a tentative determination to approve an application for a new permit to operate a temporary dewatering system with a proposed maximum withdrawal of 432,000 gallons per day to facilitate installation of new substructures, including cellar slabs and elevator pits, for construction of a mixed-used building located at 233 West 125th Street in Manhattan. Pumped groundwater is to be directed to an existing combined sewer located on West 125th Street between Frederick Douglass Boulevard and Adam Clayton Powell Jr. Boulevard, which discharges to New York City Department of Environmental Protection's (NYC DEP) North River Water Pollution Control Plant (WPCP).

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

A final environmental impact statement has been prepared on this project and is on file.

State Historic Preservation Act (SHPA) Determination:

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than 10/26/2017.
