Project Description:

The Department has made a tentative determination to issue an Environmental Benefit Permit Strategy (EBPS) Department Initiated Modification of the Village of Mount Morris's Wastewater Treatment Plant SPDES Permit which authorizes an existing discharge of 0.864 million gallons per day of treated sanitary wastewater to Canaseraga Creek, a Class C classified waterbody, from a municipal treatment plant at the applicant's facility located at 15 Sullivan St in Mount Morris, NY. The draft permit proposes new effluent limits for summer and winter ammonia, the addition of summer fecal coliform limits once effluent disinfection is implemented, a summer Total Residual Chlorine (TRC) limit if the facility choses to use chlorine disinfection, a compliance schedule for disinfection and ammonia, and a mercury minimization program. As a tentative determination, the Department seeks comments prior to making a final decision.

State Environmental Quality Review (SEQR) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

To help stabilize approximately 120 feet of Lake Ontario shoreline, the applicant proposes to place a 2 to 8 ton armor stone revetment in front of an existing gabion break wall. Portions of the rock revetment will be at or below mean high water level and will extend up to 10 feet from the retaining wall.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
