Project Description:

The Department has made a tentative determination to approve this application for an individual SPDES permit (#NY 0098876) for Clarence Fahnestock State Park for previously authorized discharges to groundwater of treated sanitary wastewater via four outfalls, as well as a new mix of treated processed wastewater from drinking water treatment filter backwash (1,500 gpd) and sanitary wastewater via outfall 004. The proposed permit is for the discharge of a monthly average flow of approximately 14,000 gallons per day (gpd) of a mix of treated industrial and sanitary wastewater (outfall 004, Canopus Lake Beach Complex) and for a discharge of total flow of 15,000 gpd of treated sanitary wastewater from cabins, cottages, the education center, and Pelton Pond Picnic Area (outfalls 002, 003, 012, 013). The proposed wastewater treatment improvements include the decommissioning of two existing septic systems and the installation of a pump station and low pressure force main as well as additional gravity sewer to service the campground comfort stations. Water system improvements include the installation of new water mains, a water storage tank, and small water treatment building, as well as the removal of the existing water storage tank. The project is located at 1498 Route 301 in the Town of Carmel, Putnam County. A draft permit is available for inspection and comment at the regional office.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes to disturb approximately 0.16 acre of Adjacent Area in Freshwater Wetland MV-1 (Class 2) in conjunction with demolition of an existing house and construction of a new house, pool, and patio. Activities within the Adjacent Area include excavation, fill, and grading. The project is located at 8 Archer Lane, in the Village of Scarsdale, Westchester County.
