Notice of Complete Application

The New York State Department of Environmental Conservation (NYS DEC) Region 7 Office proposes to issue General Permit GP-7-17-001, Shoreline and Stream Disturbance, Freshwater Wetlands (FWW) and Docks. The General Permit (GP) covers a group of common activities pertaining to lakeshore and stream bank stabilization, erosion protection, dredging, demolition, repair and replacement of certain in-water structures, small boat ramps, culverts, dry hydrants, and protection for individual lake front water intake structures.

NYS DEC Region 7 Counties including Broome, Cayuga, Chenango, Cortland, Madison, Onondaga, Oswego, Tioga and Tompkins.

State Environmental Quality Review (SEQR) Determination:

The project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

Opportunity for Public Comment:

The draft General Permit is available at the NYS DEC - Region 7 office in Syracuse. Comments must be submitted to the contact person listed below in writing no later than October 20, 2017 or 15 days after the publication of this notice, whichever is later.

Negative Declaration

Broome County - The Village of Deposit Village Board, as lead agency, has determined that the proposed Adoption of the 2017 Comprehensive Plan for the Village of Deposit and Local Law Amending Chapter 140 "Zoning" will not have a significant adverse environmental impact. The action involves the adoption of the 2017 Comprehensive Plan for the Village of Deposit and adoption of Local Law Amending Chapter 140 "Zoning" of the Village Code to implement various recommendations of the Comprehensive Plan. The project is located throughout the Village of Deposit in the Counties of Broome and Delaware, New York.

Onondaga County - The Fayetteville-Manlius Central School, as lead agency, has determined that the proposed Fayetteville-Manlius Central School District 2017 Capital Improvement Project will not have a significant adverse environmental impact. The action involves the reconstruction of Wellwood Middle School, including an addition and infrastructure upgrades. Site reconfiguration improving circulation and flow for parent drop off, staff, buses, and traffic. Reconfiguration of the entrance drive at Fayetteville Elementary School. Classroom and support space additions and reconstruction at Enders Road Elementary School. Reconstruction of the library and support spaces, as well as infrastructure upgrades at the High School. The project is located at various locations in the Fayetteville-Manlius Central School District in the Village of Fayetteville and Town of Manlius, New York.
