Public Comment Period for the Draft Amendment to the Five Mile and Kildare Conservation Easement Recreational Management Plan (RMP)

New York State Department of Environmental Conservation (NYS DEC) is proposing to amend both the Five Mile Conservation Easement (CE) Interim Recreation Management Plan (IRMP) and the Kildare Conservation Easement RMP portion of the Raquette Boreal Wild Forest Unit Management Plan (UMP) to construct the 1.25 mile "Kildare Connector Road" between the Five Mile and the Kildare CE lands. The public can use existing roads through the Five Mile Conservation Easement to access the Kildare Tract from May 1 through September 30 for recreational opportunities, such as hiking, mountain biking, nature observation, and fishing. The new connector road will provide access to about 17.5 miles of motor vehicle roads on the Kildare tract CE. It will also provide non-motorized recreational access to the adjacent Raquette River Wild Forest and Raquette-Jordan Boreal Primitive Area.

Comments are welcome and will be accepted by the contact person until October 27, 2017. The Draft Amendment is posted on the DEC website at: http://www.dec.ny.gov/lands/22573.html.

The project lands included in this RMP amendment are in the Town of Hopkinton, St. Lawrence County, New York.

Jefferson County - The Village of Sackets Harbor, as lead agency, has determined that the proposed 311 General Smith Drive will not have a significant adverse environmental impact. The action involves a request by the applicant for a Site Plan Review to construct a single family home. The project is located in the Village Residential Zoning District as well as the Historic Overlay and National Register Districts. The project is located at 311 General Smith Drive in the Village of Sackets Harbor, New York.

The action involves a request by the applicant for a Site Plan Review to construct a fence along the side property line. The project is in the Village Center zoning district, the Historic Overlay and National Register Districts. The project is located at 426 West Main Street in the Village of Sackets Harbor, New York.

Jefferson County - The Village of Sackets Harbor, as lead agency, has determined that the proposed 301 General Smith Drive will not have a significant adverse environmental impact. The action involves a request by the applicant for a Site Plan Review to repair and stabilize 197 feet of shoreline using dry stacked limestone riprap. The project is in the Village Residential district and the Historic Overlay and National Register Districts. The project is located at 301 General Smith Drive in the Village of Sackets Harbor, New York.
