Negative Declaration

Broome County - The Town of Conklin, as lead agency, has determined that the proposed Local Law 2-2017 Amending the Town of Conklin Zoning Map will not have a significant adverse environmental impact. The action involves a Local Law Amending the Town of Conklin Zoning Map to rezone certain properties on Schofield Road and Conklin Forks Road from the
One and Two Family Residence District to the Agricultural-Rural District. The project is located on various properties on Scofield Road and Conklin Forks Road in the Town of Conklin, New York.

Broome County - The Town of Union Planning Board, as lead agency, has determined that the proposed BNG-845 North Taft - Up State Tower and Blue Wireless will not have a significant adverse environmental impact. The action involves a proposal by Up State Tower Co., LLC and Buffalo-Lake Erie Wireless Systems, d/b/a as Blue Wireless, to construct and operate a 160 foot self-support lattice telecommunications facility on property owned by the Union Center Fire Company. The project requires variances from the required 260 foot setbacks. The proposed tower is in a Rural Residential zoning district, and the telecommunications facility is permitted by Special Permit from the Planning Board.

No designated aesthetic or scenic resources have been identified within the view shed of the proposed tower, but a visual analysis was submitted and reviewed. The tower will be visible from O'Day Drive, but will not restrict any existing public views of identified cultural or aesthetic importance. Other towers are also visible from O'Day Drive. The 160 foot tower may cause minor changes to the aesthetic or scenic quality of the area but would not drastically change the character of the area.

The project is located at 209 Taft Avenue in Endwell, Town of Union, New York.

Madison County - The Town of Sullivan Town Board, as lead agency, has determined that the proposed Bridgeport Streetscape Improvements Project will not have a significant adverse environmental impact. The action involves the design, construction and installation of various streetscape improvements along portions of NYS Route 31 and North Road in the Hamlet of Bridgeport located in the northeasterly portion of the Town of Sullivan, New York. The improvements include integrated green infrastructure practices, replacement and extension of sidewalks and delineated driveway improvements along approximately 2,000 linear feet of NYS Route 31 and along North Road. The project includes drainage improvements to mitigate ponding currently occurring in the area and the installation of rain gardens and bio-swales. Also included will be improvements consistent with the Americans with Disabilities Act and the overall improvement to this gateway to the Town of Sullivan.

Tioga County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Truman Pit Modification will not have a significant adverse environmental impact. The action involves the proposed modification of the existing sand and gravel mine by mining deeper and below the water table in a 3.9 acre area located within the approved 44.8 acre life-of-mine area, located within 3 parcels totaling 198.6 acres owned by Barney & Dickenson, Charles W. Truman, and John Forbes. Modification will not change the method or manner of mining, change hours of operation, or effect truck traffic. No impact to surface or ground water, streams, wetlands, air and noise quality, or protected species is expected. The project is located on West Creek Road, approximately 2.5 miles north of the intersection of State Route 38 and 96 in the Hamlet of Flemingville, Town of Owego, New York.
