Negative Declaration

Greene County - The Town of Windham Town Board, as lead agency, has determined that the proposed Hensonville Water Improvements and Windham Water Interconnection Project Expansion will not have a significant adverse environmental impact. The action involves the planning and implementation of a water improvement project over the past decade to improve the water systems serving the Hamlets of Windham and Hensonville. The Town conducted a coordinated review and issued a negative declaration on March 24, 2011 and an amended negative declaration on May 27, 2011. The project included connecting two water supply wells and treating them for arsenic and sulfur, replacing old water mains and installing new water mains along State Route 296, County Routes 40, 65 and 65A, and Reservoir, Chase and Elm Ridge Roads in the Hamlet of Hensonville, and installing new water mains on South Street and Church Street in the Hamlet of Windham to enable an interconnection with the Windham Mountain water system.

The Town of Windham expanded the Hensonville Water Improvement Project northward on State Route 296 to replace an additional 2,800 linear feet of deteriorating cast iron water mains and construct 400 linear feet of new water main in order to consolidate the Hotel Vienna public water supply into the Hensonville water system. The Town issued an amended Negative Declaration on February 11, 2016.

The Town has further expanded the project to include an interconnection of the Windham water distribution system to the Hensonville water distribution system. The interconnection includes 2,800 linear feet of 10 inch water main along South Street from the Golf Course to Panarama Lane which will connect the Windham water distribution system to the Hensonville water distribution system and provide additional redundancy for all three water distribution systems located in the Town.

The project is located on State Route 296 in the Hamlet of Hensonville, Town of Windham, New York.

Schenectady County - The Town of Duanesburg Town Board, as lead agency, has determined that the proposed Local Law Amending Sections 3.4, 8.4, 11.4, and 12.4 of the Zoning Ordinance will not have a significant adverse environmental impact. The action involves the adoption of Local Law No. 6 (formerly referenced as Local Law C), entitled "A Local Law Amending Sections 3.5, 8.4, 11.4, and 12.4 of the Zoning Ordinance of the Town of Duanesburg to Permit the Sale of Motor Vehicles in Agricultural & Residential District (R-2)". The local law would replace the definition of "Motor Vehicle Sales" with "Minor Motor Vehicle Sales," to allow a New York State licensed dealer to offer up to six (6) used vehicles for sale on a particular lot, provided the used motor vehicles offered for sale meet New York State inspection requirements and the lot size is equal to, or greater than, two (2) acres per used motor vehicle offered for sale up to a total limitation of six (6) vehicles, and "Major Motor Vehicle Sales," to allow for a licensed dealer to offer used vehicles for sale, provided the used motor vehicles for sale meet New York State inspection requirements. The purpose of this local law is also to add "Minor Motor Vehicle Sales" to the list of "Uses Permitted by Special Use Permit" in Section 8.4 for Agricultural & Residential District (R-2) and replace "Motor Vehicle Sales" with "Major Motor Vehicle Sales" on the lists of "Uses Permitted by Special Use Permit" in Sections 11.4 and 12.4 for Commercial (C-1) and Manufacturing & Light Industrial District (C-2) zoning districts. The project is located throughout the Town of Duanesburg, New York.
