Project Description:

The applicant proposes to install an underground waterline to a single family residence within a Coastal Erosion Hazard Area. A five foot deep trench will be dug, and backfilled upon completion of the project. Top soil fill will be placed around the house to a depth of four inches to complete yard grading, and a concrete driveway will be installed, all within the Coastal Erosion Hazard Area and regulated Adjacent Area to NYS Freshwater Wetland OE-27.

Project Description:

The Department has made a tentative determination to approve a permittee-initiated modification to an existing State Pollutant Discharge Elimination System (SPDES) Permit for Tioga Downs, LLC, to increase wastewater flow from the existing wastewater treatment facility to the Susquehanna River. Due to expansions at and improvements to Tioga Downs, LLC the flow will increase from 75,000 gpd to 110,000 gpd and the wastewater treatment facility will now be required to meet nutrient removal standards. To accommodate the nutrient removal requirement and the increase in flow, the proposed design will include an additional equalization tank, a moving bed biofilm reactor, and phosphorus removal by chemical addition (aluminum sulfate).

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
