Project Description:

The Dutchess County Department of Public Works proposes the construction of safety improvements along a 2.5 mile stretch of Old Hopewell Road (Co Rte 28) between All Angels Road (Co Rte 94) and US Route 9 by removing non-standard horizontal and vertical curves that result in limited sight distances. In addition, the existing pavement will be rehabilitated, paved shoulders will be provided, roadside drainage and guide railing will be upgraded and pavement striping and signing will be installed to meet current standards.

Project activities will disturb approximately 0.091 acres of DEC Freshwater Wetland WF-5 (Class II) and 0.402 acres of its state-regulated 100 foot Adjacent Area. In addition, the project will disturb approximately 0.324 acres of federally regulated wetlands.

Project Description:

The applicant proposes to disturb a portion of the 100 foot adjacent area of Freshwater Wetland AM-16 (Class II) to construct a 3500 linear foot (LF) extension of the Harlem Valley Rail Trail to provide a new rail trail link to the Metro North Railroad Wassaic Train Station. The Wassaic Trail to the Train project includes construction of a portion of 10 feet wide asphalt paved trail with swale drainage system. To avoid direct impacts to the wetland, a 700 LF portion of the new rail trail will be constructed on helical support piles within the wetland; no disturbance to Freshwater Wetland AM-16 is proposed. Activities proposed within the adjacent area of the wetland include clearing, excavation, filling and paving, installation of three 24" diameter culvert pipes and construction of mitigation for impacts to the wetland adjacent area, and revegetation of disturbed areas. The total area of disturbance to the adjacent area of the wetland is 0.52‑acre. The new portion of rail trail would extend south from the Wassaic Station along NYS Route 22 (east side) for approximately 800 feet, then transition to run alongside Metro North Railroad Harlem Line (west side) to its terminus at Furnace Bank Road in the hamlet of Wassaic, Town of Amenia, Dutchess County.

The project involves the removal of 400 linear feet of earthen berm that parallels the Neversink River (NYS Water Index Number D-1, class B) in order to reconnect the River with its natural floodplain. A temporary crossing made of timber mats will be installed on an unnamed tributary of the Neversink River, locally known as Spring Brook (NYS Water Index Number D-1-8, class C(T)), for the proposed construction entrance. Approximately 500 cubic yards of berm material will be excavated, distributed across the property, and re-vegetated.
