Project Description:

The Department has made a tentative determination to approve this application for a new SPDES permit (NY 025 1364) for subsurface discharge of approximately 25,888 gallons per day (gpd) of sanitary wastewater into three (3) existing outfalls and one (1) new outfall to be located at the above-referenced facility. The project sponsor proposes to construct a new subsurface disposal system in order increase the capacity of the existing sanitary wastewater system currently servicing the facility. The increase in capacity is needed due to the construction of four (4) new bunk houses resulting in the increase of 170 campers for a total of 620 campers; an addition to the dining hall; and replacement of the existing pool. This new system will be authorized under the Department's Private/ Commercial/ Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit.

Project Description:

The applicant proposed excavation in navigable waters of Hutchinson River (AKA Eastchester Creek), NYS Waters Index # LIS-2, Class SB, within NYS-regulated tidal wetlands mapped as Littoral Zone. The project consists of maintenance dredging of approximately 1.5 acres of the former federal navigational channel to a depth of 9.0 feet below Mean Lower Low Water to restore access to the existing petroleum storage and distribution center. The anticipated 6,500 cubic yards of dredge material is proposed to be disposed of at the former Henry Harris Landfill in Harrison Township, New Jersey.
