Negative Declaration

Jefferson County - The Town of Clayton, as lead agency, has determined that the proposed NYS Route 12 Sewer District Addendum will not have a significant adverse environmental impact. The project involves an addendum to a 2012 environmental study of the NYS Route 12 Sewer District located in Northern Jefferson County in the Town of Clayton, New York. The initial study encompassed 6.5 miles along NYS Route 12 of St. Lawrence River Frontage. The area included a centralized wastewater collection and treatment system servicing year round residents, several seasonal mobile home parks, cottages, motels and commercial establishments.

The sewer line has since been expanded approximately 1,000 feet along Route 12 in the Town of Clayton from the Ellen's Beauty Shop to the Lawrence View Trailer Park. This line will run along the south side of NYS Route 12. Furthermore, the main sewer line will extend into Lawrence View Trailer Park, Thousand Islands Trailer Park and along Hilltop Lane.

Jefferson County - The Village of Dexter, as lead agency, has determined that the proposed Waste Water Collection and Treatment Plant (WWTP) Improvements will not have a significant adverse environmental impact. The project involves the replacement of all vitrified clay tile piping located West of Liberty Street within the Village of Dexter. In addition, the Village of Dexter should extend sewer infrastructure to Village residents on Maynard Avenue and Brainard Street. Installation of a Storm Water Collection is recommended along the Western Edge of Liberty Street. Upgrades will also be made to the sewage treatment facility on Water Street, including a ground mount solar photovoltaic array.

A 2017 addendum includes sewer replacements east of Liberty Street on William Street, Cornelia Street, East Bradley Street and East Bronson Street.

The project is located throughout the Village of Dexter, New York.
