Negative Declaration

Saratoga County - Saratoga County, as lead agency, has determined that the proposed Zim Smith Mid-County Trail Southern Extension will not have a significant adverse environmental impact. The action involves the construction of 2.74 miles of 10 foot wide asphalt multi use trail that will accommodate bicyclists and pedestrians from the existing Zim Smith Trail termination at Coons Crossing Road in the Town of Halfmoon to the Elizabeth Street Extension in the City of Mechanicville, New York. The trail will utilize trail side ditches and sheet flow to convey stormwater runoff, maintaining existing low points and stream locations. Due to the nature of the proposed trail corridor, there will be areas of large cut and fill quantities with a few retaining walls. Adjacent to the new construction of the Zim Smith Trail adjacent to Coons Crossing Road, a parking lot will be constructed with a landscaped picnic area and bathroom facility. At the end of the proposed trail construction at the bottom of the proposed Mechanicville Bus Garage Driveway, adjacent to Elizabeth Street Extension, a trailhead parking lot will be constructed.
