ENB - Region 3 Notices 9/6/2017

Negative Declaration

Sullivan County - The Town of Tusten Town Board, as lead agency, has determined that the proposed Tusten Solar will not have a significant adverse environmental impact. The action involves the adoption of a local law, which revises the Town of Tusten Zoning Law, to add a new section to establish regulations for the development and operation of solar energy systems. The law defines different categories of solar energy systems, including roof-mounted, ground-mounted, small scale, large scale and provides regulations for each. Small scale roof-mounted systems are permitted in all districts, while large scale ground-mounted systems require both site plan and special permit review and are limited to the RR R1, R2, RB and DB zoning districts. The project is located throughout the Town of Tusten, New York.

Notice of Acceptance of Draft SEIS and Public Hearing

Ulster County - The New York City Department of Environmental Protection (NYC DEP), as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Water For The Future: Upstate Water Supply Resiliency Project: New Paltz Temporary Water Transmission Main. A public hearing on the Draft SEIS will be held on September 27, 2017 at 7:00 p.m. at the Town of New Paltz Community Center, 3 Veterans Drive, New Paltz, NY 12561. Written comments on the Draft SEIS will be accepted until October 10, 2017. The Draft SEIS is available from the contact listed below and on line at: http://www.nyc.gov/dep/upstatewatersupplyresiliency.

A Draft Environmental Impact Statement (Draft EIS) was prepared by the NYC DEP for the proposed Water for the Future: Upstate Water Supply Resiliency (UWSR) project and issued on September 19, 2016. Public hearings were held on October 20, 24, 25, and 28, 2016 in Ellenville, New York; Yorktown Heights, New York; Newburgh, New York; and Loch Sheldrake, New York respectively, to collect public comments. The public comment period closed on November 14, 2016. Subsequent to the publication of the Draft EIS, NYC DEP identified an additional element of the UWSR Project. The new project element would involve the development of a new temporary transmission water main to supply the Village and Town of New Paltz. This temporary transmission water main would supply water to New Paltz during those periods when NYC DEP would need to temporarily shut down the Catskill Aqueduct for extended periods, as described in the Draft EIS for the UWSR Project

The project is located in Ulster County, New York.
