Project is Located:

Erwin, Steuben County

Project Description:

The applicant is proposing the relocation of an existing natural gas pipeline across the Cohocton River. The current crossing is exposed and its location is impeding a nearby mining operation. The pipeline will be relocated approximately 1000 feet east of the current crossing to a more stable reach of river. The total pipeline relocation will require the installation of 2,900 linear feet of new pipeline and include the trenching across approximately 100 linear feet of the Cohocton River. The abandoned pipeline will be removed. The Department has determined that the proposed work will result in the taking of the Green Floater (Lasmigona subviridis) and Brook Floater (Alasmidonta varicosa), New York State protected mussels or their habitat. The applicant will be relocating mussels within the impact zones prior to construction. Additionally, the applicant has developed a Species Mitigation Plan which the Department has determined will result in a net benefit to the Green Floater.

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than 09/14/2017 or 15 days after the publication date of this notice, whichever is later.
