Project Description:

Construction of a reinforced concrete buttress wall system along Onondaga Creek, a Class C navigable stream. New wall will result in the placement of approximately 35 -50 cubic yards of concrete and 10 - 15 CY of crushed stone sub-base below the mean high water level. The work area will be accessed through construction of a crushed stone access path along the bank. The total disturbance area below the 100-year flood level is approximately 1,600 - 2,000 square feet (0.04 - 0.05 acre). Wall is being constructed to reinforce a deteriorating structural wall, as well as stabilize bank along a 3 story manufacturing building

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to construct a 65,000 sf manufacturing/office facility, 4 acre outdoor storage yard, employee parking lot, and storm water retention basins within 12.17 acres of the Oswego County Industrial Park. Currently the project site is undeveloped active and fallow agricultural fields. Approximately .46 acres of Federally Regulated Wetlands will be impacted which will be permitted under Nationwide Permit #39, and a Storm Water Pollution Prevention Plan (SWPP) has been designed to insure the project does not contravene Water Quality Standards.

Project Description:

The Department has received and made a tentative determination to approve an application for the implementation of seepage controls at Upper Candor Dam to address seepage resulting from flooding associated with Tropical Storm Lee. The project will include 254 cubic yards of temporary fill below OHWM for construction access and 95 cubic yards of permanent fill below OHWM; installation of a 15-foot deep steel sheet pile cut-off wall placed 10 feet upstream of the existing concrete spillway, reconstruction of the concrete crest to and over the sheet piling, repair the downstream face of the existing concrete spillway, and remove approximately 275 cubic yards of a storm-deposited gravel bar downstream of the dam. The project is located on Catatonk Creek approximately 100 feet west of Mill Street in the Town of Candor, County of Tioga, New York.
