Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit NY0026018 for the surface discharge of treated wastewater to Saranac River, a class C water. The facility discharges treated wastewater through Outfall 001, and provides secondary treatment for a design flow of 16 mgd. The sewage collection system consists of combined sewers. Treatment includes coarse and fine screening, grit removal, primary clarifiers, aeration basins, secondary clarifiers, and chlorine contact tanks. Sludge is dewatered using belt press and taken to a landfill.

DEC proposes to incorporate the following modifications to this permit: Units for temperature have been changed. Nitrogen, Ammonia effluent was changed from (NH3) to as (N). The corresponding ammonia concentration limit was adjusted to reflect the change. Daily maximum monitoring requirements for Ammonia and TKN were added. TRC limit was changed and monitoring requirement for mass loading added. The disinfection season has been expanded. Whole Effluent Toxicity testing was added. A High Priority Mercury Minimization Program and daily maximum mercury limit were added. Ammonia mass loading limit was added. The Long Term Control Plan implementation schedule has been updated. Lead and Selenium mass water quality limits were added. Concentration and mass water quality limits were added for copper and Bis-2-Ethylehexyl phthalate. Effluent quality data show no reasonable potential of exceeding current limit and water quality based effluent limit for zinc. Therefore, zinc limit was removed. Permit pages and conditions have been updated and reflect current DEC guidance, format and incorporates the latest general conditions. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air Title V permit modification for the applicant's facility at 11-21 Industrial Park, Johnstown. The purpose is to cap VOCs below New Source Review applicability thresholds to allow op-flex in adding and removing spray booths and driers and not have to contend with New Source Review applicability. This modification will add all spray booths and driers which exist at the facility, but which are currently not in use. Line one has been replaced, resulting in its two water wash booths being replaced with newer ones. Coating usage is tracked and reported annually for emissions inventory and capping purposes.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Construction of a ~2339 sq ft single family home is the adjacent area of class 2 wetland GF-23. A driveway of ~4890 sq ft will accompany the home. A 35 ft buffer of undisturbed area must be left adjacent to the wetland on all sides. The home will be served with both municipal sewer and water.
