Project Description:

DEC received an application from the permittee to modify the existing State Pollutant Discharge Elimination System(SPDES) permit. A total residual chlorine limit was requested by the permittee in order to use sodium hypochlorite for microbial control in the paper making process at the facility.

The following is a summary of the proposed changes in the draft permit as compared to the currently effective permit; the details of these changes are specified below and in the draft permit:

  • Added a new daily average settleable solids limit of 0.2 mL/L.
  • Added a new daily maximum temperature limit of 103 °F.
  • Added a new daily maximum total residual chlorine limit of 94 µg/L and 1.2 lbs/day.
  • Added new total aluminum limits:
    • Daily Average: 2000 µg/L and 25 lbs/day.
    • Daily Maximum: 4000 µg/L and 50 lbs/day.
  • Updated Whole Effluent Toxicity (WET) testing action levels to 2.9 TUa and 19 T Uc, and revised the WET testing schedule.
  • Required reporting of both mass and concentrations for monitored parameters.
  • Removed the Schedule of Compliance, as the requirements have been completed.
  • Added a Schedule of Submittals requiring a thermal discharge study.
  • Added a General Requirements section.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Sep 15, 2017.
