Project Description: The action involves a proposed 40 foot by 50 foot expansion to existing water bottling plant to facilitate additional warehouse capacity and work space. No increase in production, shipping, hours of operation, employees or any other element of operations are proposed.


Negative Declaration

Saratoga County - The Town of Halfmoon Planning Board, as lead agency, has determined that the proposed Ellsworth Solar I and Ellsworth Solar II will not have a significant adverse environmental impact. The action involves the construction of two adjacent solar array systems, each capable of producing 2 MW-ac energy located at 100 Pruyn Hill Road in the Town of Halfmoon, New York. The projects will consist of ground-mounted, fixed-tilt solar photovoltaic panels mounted on posts driven approximately 6 to 10 foot into the ground and mounted on racks. The solar farms will operate as a Community Distributed Generation (CDG) facility as prescribed by the New York State Public Service Commission under electric tariffs of the New York State Electric & Gas (NYSEG) utility.

Notice of Acceptance of Final GEIS

Saratoga County - The Town of Malta Town Board, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Luther Forest Technology Campus. The Final GEIS is available from the Town of Malta Town Clerk, 2540 Route 9, Malta, NY 12020 and on line at: www.malta-town.org.

The Statement of Findings for the project has been amended in order to modify two mitigation measures which have been determined to not be working as originally anticipated. The original Statement of Findings provided for visual mitigation measures and provided for recreation mitigation measures.

The original visual mitigation measure required a payment to the Town of Malta in lieu of visual mitigation. Monies provided to the Town of Malta for this purpose were originally targeted to relocate overhead utility lines along Route 9, north of the Stonebreak Road/Route 9 roundabout. However, after several meetings with National Grid the Town was presented with information which indicated such relocation of utilities would largely result in moving the existing overhead utility visual characteristics to grade, where numerous transformer boxes would be located, and subsequently the visual characteristic of such utilities would actually likely result in a less than desired outcome. The Statement of Findings has been modified to allow that the payment in lieu of mitigation may be used to improve the Route 9 corridor north of the Stonebreak Road roundabout via other means such as, but not limited to, providing sidewalks, boulevards, lighting, signage, street furniture, works of art, etc.

The original Statement of Findings required that a recreation fee be paid for non-residential uses. However, as a result of research conducted as part of a Supplemental Town-wide GEIS, there was a determination that such uses pay for recreational facilities by other means. This amendment to the Luther Forest Technology Campus GEIS Statement of Findings reflects the same conclusion made in the Supplemental Town-wide GEIS.
