Installation of an 8 foot high rock revetment along the Lake Ontario shoreline for a distance of approximately 90 feet. The revetment would use 6-7 ton stones at the base with smaller 3-4 ton stones behind and further up the bluff. The area behind the wall would then be regraded to a 15 degree slope for a distance of 57 feet landward of the wall and the 7.5 degrees for an additional 38 feet. The regraded slope would then be planted with deep rooted vegetation.

Project Description:

The Department received an Air State Facility renewal application from Scepter Inc for its scrap aluminum processing operations at its Seneca Falls Facility, located at 11 Lamb Road in the Village of Seneca Falls. Facility operations include loading and melting of scrap aluminum and fluxing agents, casting of aluminum ingots, and handling and disposal of the waste "salt cake", which is the fluxing agent combined with impurities.

A third furnace (previously permitted) has been recently installed and stack tested. The draft permit includes updates to control parameters and monitoring requirements to ensure compliance with the secondary aluminum national emission standard for hazardous air pollutants (NESHAP) requirements of 40 CFR 63 Subpart RRR from this third furnace as well as the original two furnces.

As part of this application Scepter has proposed to inject hydrated lime to control emission of acid gases from the three furnaces. The draft permit includes conditions related to this revised control technology.
The draft permit includes limitations which will cap Scepter's emissions below major source thresholds and will limit PM and HAP emissions as well as other high toxicity air contaminants.

Also, a previously permitted fourth furnace will not be installed and is not included in this permit.
An ambient air quality impact analysis was conducted to demonstrate the facility would be in compliance with air quality standards.

Applicant proposes to treat within the Lake Shore Marshes Wildlife Management Area approximately 45 acres in Red Creek with an herbicide to eliminate invasive vegetation, namely water chestnut (Trapa natans) within State Freshwater Wetland NW-5 (Class 1). The herbicide proposed for use is 2,4-d, trademarked and sold as Weedar-64®. Treatment will be done within approximately a 45-acre area where severe concentrations of this invasive vegetation have been identified, with follow-up treatment in subsequent years where the water chestnut remains.
